RASCOM Strengthens Africa’s Satellite Governance Through Strategic Partnership with Kratos Communications and Liviasoft

The Regional African Satellite Communication Organisation (RASCOM) has expanded its mandate to strengthen Africa’s satellite monitoring and governance capabilities through a Memorandum of Understanding (MoU) with Kratos Communications and Liviasoft. The agreement was formalised during the Kratos and Liviasoft Satellite Monitoring Forum held in Doha, Qatar.
The high-level forum convened industry leaders and government representatives from across the continent, including Dr Bobga Danjuma, Chief Executive Officer of Liviasoft; Bruno Dupas, Senior Vice President for Business Development and Sales (EMEA) at Kratos Communications; Aliyu Yusuf Aboki, Executive Secretary of the West Africa Telecommunications Regulators Assembly (WATRA); and Suleman Salifu, Deputy Director General (Technical Operations) of Ghana’s National Communications Authority (NCA).
At the forum, the team demonstrated the Kratos Advanced Space Radio Monitoring System (ASRMS), a state-of-the-art platform they engineered for comprehensive spectrum management, interference detection, and satellite geolocation. The demonstration underscored the potential of advanced radio-frequency monitoring technologies to support African states in protecting their orbital resources and ensuring the efficient use of satellite spectrum.

Speaking during the signing ceremony, RASCOM Director General Timothy Ashong underscored the strategic significance of the collaboration, stating: “This partnership marks a significant milestone in our efforts to build an African Satellite Spectrum Monitoring Network. It reinforces our collective commitment to safeguard Africa’s orbital resources and strengthen our regional space sovereignty.”
In addition, the MoU establishes a framework for sustained technical and institutional collaboration among RASCOM, Kratos Communications, and Liviasoft to explore the development of a continent-wide satellite spectrum-monitoring infrastructure. Through this framework, the partners will work to enhance spectrum governance, improve regional space security, and promote coordinated management of satellite resources across Africa.
Furthermore, Mr Ashong reaffirmed RASCOM’s commitment to fostering strategic partnerships with both regional and global entities to advance Africa’s space agenda. He emphasised that modern spectrum monitoring systems are critical to ensuring equitable access, operational integrity, and long-term sustainability within the continent’s satellite communications domain.
This partnership aligns with RASCOM’s broader mission to promote connectivity, cooperation, and capacity-building among African nations, supporting the continent’s ongoing digital transformation and its pursuit of autonomous space governance.
