Kenya, through the State Department for ICT and the Digital Economy, has initiated discussions with Amazon Leo, the Low Earth Orbit satellite broadband initiative, to explore potential collaboration to advance universal connectivity. John Kipchumba Tanui, Principal Secretary at the State Department, shared details of a recent meeting with the company’s representatives, signalling Kenya’s continued push to expand nationwide broadband access.

The engagement was marked by a courtesy visit by Amazon Leo representatives, led by Farouk Shamas Jiwa (Mato), Senior Manager for International Public Policy, Global Affairs & Legal at Amazon, on February 23, 2025. The discussions centred on how LEO satellite technology could support the delivery of fast, reliable and affordable broadband services to unserved and underserved communities.

The discussions come as Kenya accelerates the implementation of its Digital Transformation Agenda, which prioritises expanding digital infrastructure, enhancing e-government services, and increasing nationwide internet penetration.

“Satellite broadband will be critical in bridging the digital divide, supporting digital government services, enabling remote learning, strengthening healthcare delivery, and unlocking opportunities for youth and enterprises across the country,” noted PS John Tanui.

Expanding Amazon’s Leo Ambitions in Africa

As the satellite connectivity landscape in Africa continues to evolve, Amazon Leo is increasingly positioning itself in the market, having achieved several key milestones in recent months. The company recently secured a landing permit to expand its services to Nigeria, one of Africa’s largest satellite broadband markets, a trend highlighted by Starlink’s early entry into the country in 2023 as its first African market. The seven-year permit allows Amazon Leo to deploy its satellite constellation services nationwide, paving the way for broader connectivity expansion.

Furthermore, Amazon Leo has pursued several collaborative initiatives to strengthen its connectivity objectives. These include a partnership with Vanu in South Africa to expand rural connectivity in the region, building on its earlier collaboration with Vodafone to enhance connectivity across Africa and Europe.
