Algeria Opens Tender for Two Licenses to Operate Non-Geostationary Orbit (NGSO) Satellite Networks

Algeria’s Regulatory Authority of Posts and Electronic Communications (ARCEP) has launched a competitive tender to award two licenses to establish and operate non-geostationary orbit (NGSO) satellite-based electronic communications networks open to the public, including the provision of associated services. The tender was published in accordance with the provisions of Law No. 18-04 of 10 May 2018, which sets out the general rules governing post and electronic communications, as well as Executive Decree No. 01-124 of 9 May 2001.
This call for tenders is open to holders of a license to establish and operate a VSAT-type satellite communications network open to the public in Algeria, as well as to electronic communications operators that own a non-geostationary orbit (NGSO) satellite constellation with global coverage.
How to Apply
Interested candidates may obtain the tender dossier from the regulatory authority (ARPCE) at the following address:
- 1 rue Kaddour Rahim, Hussein Dey Algiers 16005, either directly or through a duly authorised representative, during the period from 09 to 19 April 2026 from 08h00 to 17h00.
The withdrawal of the tender dossier is subject to the submission of:
- Proof of payment of DZD 1 million by bank transfer to the ARPCE’s account with CPA Bank, Hussein Dey branch, No. 004 00118 40 10004695 40;
- A mandate indicating, in particular, the surname, first names and contact details of the person responsible for withdrawing the tender dossier, and the designated person to receive every communication issues by the ARPCE.
