Chad Signs MoU with Azerbaijan to Advance Space Capabilities

The Regulatory Authority for Electronic Communications and Postal Services (ARCEP) of the Republic of Chad and the Space Agency of the Republic of Azerbaijan (Azercosmos), a company under AZCON Holding, have signed a Memorandum of Understanding (MoU) focused on cooperation in digital transformation, innovation centres, and the export of digital products.
The primary objective of the memorandum is to promote economic, industrial, scientific, technical, and technological cooperation in satellite services and space activities. The document outlines a collaborative framework for developing the space ecosystem, spanning strategic consulting, satellite management, and satellite operations.
According to the agreement, the parties plan to cooperate on:
- Development of the space ecosystem and strategic consulting
- Radio frequency management and Geographic Information Systems (GIS)
- Remote sensing, satellite communications, satellite management, and ground systems
- Regulatory and normative issues regarding space activities and satellite services
Furthermore, within the framework of this cooperation, the parties intend to explore business opportunities in telecommunications, video broadcasting, and data services, research teleport and ground station services, and implement joint activities in geoinformation technologies, Artificial Intelligence, and Earth observation services.
Education and Capacity Building
The memorandum places special emphasis on education and human capital development, recognising the critical importance of building local expertise in space technologies. This includes implementing educational programmes for teachers and students via the Azercosmos SPACE Academy, organising summer schools, and executing satellite programmes for schools through joint activities.
This educational component aims to strengthen Chad’s technical workforce and ensure sustainable development of the country’s space capabilities through knowledge transfer and skills development initiatives.
